PhD Candidate Noah Fry publishes article in Canadian Public Administration

Noah’s most recent CPA article examines the potential and practice of Crown corporation social procurement guidelines. In his article, Noah assesses the relationship between Canadian trade rules and Crown Corporation (SOE) social procurement policies. He finds that Canadian governments have introduced significant limits and risks to SOEs, placing a chill on policy experimentation. This has been advanced through the institutional bricolage of rules over time by successive trade agreements. Noah concludes with a survey of federal Crown corporation procurement guidelines. With a few exceptions, this survey reveals little to no engagement with social considerations within public entity purchasing.

This article adds to work on federal and provincial social procurement initiatives published with the Canadian Centre for Policy Alternatives. This research is also a function of a larger SSHRC-supported project on Canadian trade policy in a changing world.
